Parliament: BPKH Has Become an Important Necessity in management of Fund Hajj

RRI.CO.ID, Jakarta - Member of the Hajj Supervisory Team (Timwas) of the Indonesian House of Representatives (DPR RI) and Chairman of Commission VIII of the DPR RI, Marwan Dasopang, emphasized that the existence of the Hajj Financial Management Agency (BPKH) is an important necessity in the management of Indonesia's Hajj funds. Marwan, made the statement at AlQim’ma Hall, Makkah, on Sunday, May 24, 2026.
The Chairman of Commission VIII of the Indonesian House of Representatives explained that the increasing number of Indonesian hajj registrants has led to a larger amount of funds deposited by pilgrims, which are kept for a long period. Therefore, a professional institution is needed to manage these funds to generate benefits for the pilgrims.
"Regardless of what it will be called later, the existence of an entity like the Agency is very much needed. Because there are large and continuously accumulating deposits for Hajj registration, the funds must be managed," he stated.
According to him, the long waiting list for Hajj departures causes the initial deposits from pilgrims to remain idle for a considerable period. This condition is deemed necessary to be utilized to generate value that can help reduce the costs of organizing the Hajj pilgrimage.
However, Marwan believes that the management of the benefits of the hajj fund still needs to be improved. He highlighted that the benefits generated have not yet been fully felt fairly by all pilgrims, especially those who are still in the departure queue.
"The ideal target is not only to provide subsidies to the pilgrims who are about to depart, but also to ensure that the pilgrims who are still waiting receive equivalent benefits," he said.
Marwan added that the aspect of justice in the distribution of benefits is an important concern. In fact, according to him, the Indonesian Ulema Council (MUI) has provided the view that the distribution of benefits that ignores the rights of congregants on the waiting list is not justified.
Therefore, the House is currently pushing for a revision of the Agency's Law so that the institution has more room to optimize the management of hajj funds.
"Currently, a proposal for the revision of the Hajj Financial Management Agency's Law from the House is underway to be approved as soon as possible." The goal is for the Agency to be more optimal in multiplying the benefits for the pilgrims," he explained.
In addition, Marwan also emphasized the importance of separating the management of hajj finances from the ministry responsible for the pilgrimage. According to him, hajj funds should not be directly managed by the ministry that focuses on the operational aspects of the hajj.
"The most important thing is not the name of the institution, but the professional separation of financial management so that the management of hajj funds is more accountable and optimal," he said.
