Indonesia Enhances Transparency and Governance in Biological Security

RRI.CO.ID, Jakarta - The government, thru the Coordinating Ministry for Political, Legal, and Security Affairs of the Republic of Indonesia, reaffirms Indonesia's commitment to strengthening transparency and accountability in the field of biological security by finalizing the draft of Indonesia's Confidence Building Measures (CBMs) Report.
Assistant Deputy for Multilateral Cooperation Coordination at the Coordinating Ministry for Political, Legal, and Security Affairs of the Republic of Indonesia, Adi Winarso, stated that this coordination meeting is a follow-up meeting expected to be the final stage of a long series of cross-sector coordination processes that have begun since early 2026.
"The meeting today is expected to be the final stage of the long process we have gone thru, starting from the identification of strategic issues in February, the deepening of implementation aspects with UNODA in Bandung, to the formulation of national governance last March," Adi Winarso stated at the coordination meeting held in Depok, Wednesday, April 29, 2026.
According to him, the entire series culminates in one main responsibility, namely completing the draft of Indonesia's CBMs report comprehensively and accurately. This report is not only an administrative obligation to the United Nations (UN), but also a strategic diplomatic instrument that demonstrates Indonesia's commitment to transparency, accountability, and strict control over biological activities
On that occasion, Adi Winarso emphasized the importance of accelerating the drafting process. He urged all participants to move beyond conceptual discussions and directly engage in filling out and refining the technical CBM forms.
"We must ensure that all data related to containment facilities, biodiversity protection programs, and international research collaborations have been well consolidated," he said.
Meanwhile, the Director of International Security and Peace at the Ministry of Foreign Affairs, Riando Sembiring, emphasized the importance of cross-ministerial and inter-agency coordination in the implementation of the Biological Weapons Convention at the national level.
"The initiative to prepare and submit CBM reports is a timely step amidst the global dynamics that increasingly demand transparency and trust between countries. Indonesia itself has only submitted CBM reports four times, with the last report in 2015," Riando conveyed.
The draft of Indonesia's CBMs report that has been prepared will soon be submitted to the UN thru the Permanent Mission of the Republic of Indonesia (PTRI) in Geneva. Thru the preparation of this report, the Government of Indonesia reaffirms its commitment to continue playing an active role in maintaining global biological security while also strengthening international trust in national biological governance.
