Indonesian Parliament Passes Domestic Workers Protection Law

RRI.CO.ID, Jakarta – The Indonesian Parliament officially passed the Domestic Workers Protection Law (PPRT) during its 17th Plenary Session at the Nusantara II Building in Jakarta, Tuesday, April 21, 2026. This law is seen as a major step by the government to provide legal protection for both domestic workers and recruiters in Indonesia.
The draft law, which has been in the process since 2025, has finally become official legislation. The Chairperson of the House of Representatives’ Legislation Agency, Bob Hasan, outlined 12 key points that have been agreed upon to protect the rights of domestic workers.
“The key provisions highlighted in the agreed-upon Draft Law on Domestic Workers Protection include, first, regulations regarding the protection of domestic workers based on family values, respect for human rights, justice, welfare, and legal certainty,” Bob said.
Besides these principles, Bob also affirmed that domestic workers are now entitled to social insurance and skills training. These new regulations also strictly prohibit wage deductions by agents and regulate workers under the age of 18.
Speaker of the Parliament, Puan Maharani, further emphasized that these regulations were created to improve the working system. She said it shouldn’t change the good foundations that already exist.

She stated, “This law aims to restructure the employment relationship of domestic workers from an informal one to one with legal certainty. Until now, the relationship between recruiters and domestic workers has often been based on positive family values and sociocultural norms. These values will be upheld, but complemented by a professional framework that is recognized and protected by law.”
This lengthy process involved input from 32 organizations, experts, and relevant institutions. The enactment of this law is being called the “most beautiful gift” on Kartini Day, with the hope that it will serve as a safeguard for all domestic workers in Indonesia.
