Ministry of Hajj, Baznas Build up Transparent DAM Governance System

RRI.CO.ID, Bogor - The Ministry of Hajj and Umrah and the National Zakat Agency (Baznas) build up commitment to developing transparent and impactful DAM (Hajj penalty for ritual violations) governance. The statement was annouced during a coordination meeting on DAM management in Bogor, Wednesday, April 15, 2026.
Director General of Hajj and Umrah Ecosystem Development, Jaenal Effendi, said DAM governance must go beyond administrative functions. He stressed its role as a strategic instrument in strengthening the national Hajj economic ecosystem.
“We do not want DAM management to stop at administrative aspects. It must become a standardized and integrated system that creates real economic value for society,” he said.
He added that the ministry will develop governance standards involving ministries, institutions, and community organizations. The goal is to ensure an effective, measurable, and inclusive system.
Chairperson of Baznas RI, Sodik Mudjahid, conveyed Hajj has both spiritual and social dimensions. He emphasized optimizing economic instruments linked to Hajj for broader community benefit.
“Through this collaboration, we want to ensure every economic aspect of Hajj delivers real benefits for the wider community,” he said.
Director General of Hajj and Umrah Implementation Puji Raharjo stressed that DAM governance must follow three principles. These are compliance with Islamic law, regulatory alignment, and contribution to national welfare.
He explained that the system must be syariah-compliant, legally clear across institutions, and beneficial for public welfare, including nutrition and economic empowerment.
The Ministry of Hajj and Umrah stated that future DAM management will remain open for collaboration with other organizations. The system will continue to prioritize accountability and regulatory compliance.
