The Ministry Asks Wikimedia to Comply with PSE Regulation

RRI.CO.ID, Jakarta - The Ministry of Communication and Digital has issued an ultimatum to the Wikimedia Foundation to promptly complete the registration process as a Private Scope Electronic System Organizer (PSE) in Indonesia. Director General of Digital Space Oversight, Alexander Sabar, affirmed the Government's commitment to enforcing the applicable regulations.

"The government, thru the Ministry of Communication and Digital, reaffirms its commitment to enforcing orderly and fair governance of the digital space for all electronic system operators,"Director General Alex conveyed in Central Jakarta, Wednesday, April 15, 2026.

This also applies to the Wikimedia Foundation operating in the territory of Indonesia. If within 7 working days Wikimedia does not register as a PSE in accordance with the applicable laws in Indonesia, then the ministry will block Wikimedia's services, including the online encyclopedia ecosystem Wikipedia Indonesia and Wikimedia Commons.

"There is a reason why the ministry issued that ultimatum. Because Kemkomdigi had already granted an extension at Wikimedia's request from last year," he said.

Director General Alex revealed that the notification was given by the Ministry of Communication and Information Technology to the Wikimedia Foundation since November 14, 2025, to register as a Private Scope PSE in accordance with the applicable regulations. As a step to enforce regulations in Indonesia, the ministry granted an extension to the Wikimedia Foundation for a period of 7 days.

"In the final extension period, which is 7 days, the Wikimedia Foundation is expected to promptly complete the PSE registration process in accordance with the applicable regulations. If there is still non-compliance with the law in Indonesia, we will take firm action in the form of blocking," he conveyed.

The registration of PSE (Electronic System Organizer) is a mandatory registration for digital platforms (local/foreign) operating in Indonesia for legality, user data protection, and digital space governance.

PSE registration is an absolute requirement for all electronic system operators (social media, e-commerce, fintech, search engine) operating in Indonesia. Including Wikimedia as a global platform with millions of users.
