Indonesia Promotes Human-Centered Justice Reform at WCPP 2026 in Bali

RRI.CO.ID, Bali - The Indonesian government reaffirmed its commitment to build up a smarter, more humane, and evidence-based justice system at the 7th World Congress on Probation and Parole (WCPP) 2026 in Bali. The international forum was held at Mangupura Hall, Bali Nusa Dua, Westin Hotel, Tuesday, April 14, 2026 bringing together global stakeholders in correctional reform.

The event was attended by Coordinating Minister for Law, Human Rights, Immigration, and Corrections Yusril Ihza Mahendra, Minister of Immigration and Corrections Agus Andrianto, and Bali Governor I Wayan Koster, along with senior officials and law enforcement authorities. Their presence underscored Indonesia’s strong institutional support for advancing correctional reforms.

In his remarks, Agus Andrianto highlighted that the participation of international delegates reflects a shared global commitment to strengthening cooperation in the correctional sector. He also noted that Bali’s selection as the venue represents a blend of local wisdom and modern global engagement.

“Restorative justice emphasizes that law is no longer merely about punishment, but about recovery and social reintegration,” he said. This approach, he added, is essential in shaping a more balanced and effective justice system.

Agus further stressed that modern correctional systems must aim to create a safer society through effective supervision and guidance. He noted that institutions such as probation offices play a key role in breaking the cycle of recidivism.

Meanwhile, Yusril Ihza Mahendra, underscored that the WCPP 2026 theme reflects a global need for justice systems that are rational, humane, and recovery-oriented. He stated that justice in the 21st century must go beyond punishment and focus on broader societal balance.

“Justice must be seen as the ability of the state to balance accountability, victim protection, public safety, respect for human dignity, and opportunities for offenders to change,” he said. He conveyed that probation and parole are key indicators of a mature and modern legal system.

Yusril also highlighted the importance of public trust, transparency, and professionalism in implementing alternative sentencing policies. “Alternatives to imprisonment are not a denial of justice, but a way to ensure justice works more effectively and rationally,” he stated.

Closing his remarks, Yusril stressed that future justice systems depend on the ability to rehabilitate and reintegrate individuals into society. He expressed hope that the forum would produce concrete cooperation and meaningful contributions to a safer and more humane global justice system.
