Goverment Fosters ODOL Oversight Through Digital Transformation

RRI.CO.ID, Jakarta – The Directorate General of Land Transportation at the Ministry of Transportation continues to reinforce its strategy for handling over dimension and over load (ODOL) vehicles through the enhancement of a digital-based monitoring system. Director General of Land Transportation, Aan Suhanan, emphasized the importance of digital transformation in overseeing logistics transportation to enable faster and more effective detection of ODOL violations.

“Currently, monitoring is still partial and conventional. Our personnel are limited and must oversee a large number of ODOL vehicles. This means we need technology- and data-based digital monitoring, as manual methods are no longer sufficient,” Aan said in Jakarta on Monday.

He stated that the Ministry of Transportation, together with several ministries and agencies such as the Traffic Corps of the Indonesian National Police (Korlantas Polri), the Ministry of Public Works, toll road business entities (BUJT), the Ministry of Industry, and the Ministry of Trade, is carrying out a transformation of monitoring systems through cross-stakeholder data integration.

According to him, this transformation utilizes technologies such as Electronic Traffic Law Enforcement (ETLE) cameras and Weigh in Motion (WIM) weighbridges to facilitate monitoring and law enforcement against ODOL violations. Aan added that digital-based monitoring also aims to ensure that responsibility for violations is not placed solely on drivers, but also on cargo owners and transport operators.

“Drivers are often blamed, even though there are cargo owners or vehicle owners who should be responsible. With this system, responsibility will also be imposed on operators or business owners,” he said.

He also expressed confidence that the digital system can help reduce illegal levies (extortion), as it minimizes direct interaction between officers and drivers in the field.

“We acknowledge that illegal levies still occur, and we take firm action against such violations. With digital systems like CCTV or ETLE, the room for bargaining between drivers and officers can be minimized,” he said.

In line with this, Aan noted that the Ministry of Transportation is currently in a transition period toward implementing Zero ODOL, including outreach to driver associations and freight operators to reduce resistance to the policy. He expressed optimism that the Zero ODOL target by 2027 can be achieved through cross-ministerial coordination and a shared commitment to improving transportation safety.
