Indonesia Issues Second Summons to Google and Meta Over Child Protection Rules

RRI.CO.ID, Jakarta - Indonesian Ministry of Communication and Digital (Kemkomdigi) has issued a second summons to Google (YouTube) and Meta (Facebook, Instagram, Threads) for failing to comply with regulations on child protection in digital spaces (PP TUNAS).
Digital Space Supervision Director General Alexander Sabar said both platforms had previously requested a postponement, citing the need for internal coordination. “We have received the rescheduling request, so the obligation to comply with the summons has not yet been fulfilled,” Alexander said in Jakarta on Thursday, as quoted on the ministry’s official website.
He emphasized that delays should not be used as an excuse to postpone the implementation of regulations. “Every delay increases the risks children face in the digital space. Therefore, we demand concrete and timely compliance from all platforms, including global platforms,” he said.
Alexander explained that under the law, summonses can be issued up to three times before sanctions are imposed. The process follows Article 32 paragraph (2) of Government Regulation No. 17/2025 and Article 44 paragraph (2) of Ministerial Regulation No. 9/2026.
The ministry stressed that child protection in digital spaces is not merely an administrative obligation but a moral and social responsibility. “This summons is part of the process. If obligations are not met, enforcement mechanisms will continue in accordance with applicable regulations,” Alexander said.
He added that the government expects all electronic system providers to demonstrate genuine commitment, not just statements, in creating a safe digital environment for children. “A safe digital space for children is a shared responsibility, and compliance with regulations is part of that commitment,” he said.
Previously, two platforms, X (formerly Twitter) and Bigo Live, had already complied with PP TUNAS earlier this year by raising their minimum user age, demonstrating that adherence to the regulation is both feasible and expected.
PP TUNAS, the Child Protection Regulation in Digital Spaces, is considered crucial because it establishes clear standards for safeguarding children online.
It requires platforms to prevent harmful content, ensure age-appropriate access, and implement protective mechanisms against exploitation and abuse. ***
