RRI.CO.ID, Yogyakarta - The Indonesian government, through the Ministry of Communication and Digital Affairs (Kemkomdigi), is advocating for a global Artificial Intelligence (AI) governance framework that places humans as the primary controllers in every technological decision-making process.

Deputy Minister Nezar Patria presented this vision during the 23rd Informal Asia-Europe Meeting (ASEM) Seminar on Human Rights held at the Grand Hyatt Hotel, Yogyakarta, on Monday, March 30, 2026. He argued that a human-centric approach is the most concrete solution to the rapid evolution of AI, which often outpaces national regulations.

"Our focus is not on worry, but on system designs that ensure humans remain in the lead regarding AI usage," the Deputy Minister said, as quoted by Infopublik.id.

Indonesia is pushing for the "human-in-the-loop" model to become the global standard for AI development. This model ensures that automated systems, especially in strategic sectors like public services, security, and the digital economy, remain under human supervision to maintain accountability and protect public rights.

To support this transition, the government is currently finalizing the National AI Roadmap, which will serve as a comprehensive guide for the country's technological future.

The roadmap is designed to outline strategic research directions and foster cross-sector collaboration to ensure cohesive growth. It also prioritizes the strengthening of local digital talent and literacy, ensuring that the workforce is prepared for an AI-driven economy.

Finally, the plan incorporates risk mitigation strategies that are integrated from the earliest stages of development to safeguard public interest.

Beyond the roadmap, Indonesia has established ten core principles for AI governance. These principles focus on personal data protection, transparency, fairness, and inclusivity, ensuring that technology serves as a tool for empowerment rather than a source of bias or exclusion.

"Indonesia is present as a bridge to ensure every country has the same opportunity to develop technology and draft regulations," Nezar Patria added, emphasizing Indonesia's role in bringing a developing-nation perspective to global digital discussions.

By championing these adaptive policies, Indonesia aims to balance rapid technological innovation with strong ethical safeguards, ensuring AI provides tangible benefits to society while remaining firmly under human command. ***
