Govt Stresses Clear Guidelines to Address Sexual Harassment

RRI.CO.ID, Jakarta - The Ministry of Women’s Empowerment and Child Protection has emphasized the need to strengthen regulations to improve the prevention and handling of sexual harassment. The Ministry noted that cross-sector collaboration is essential to ensure effective victim protection and recovery.
Deputy Minister of Women’s Empowerment and Child Protection, Veronica Tan, highlighted the need for clear service standards in addressing sexual abuse cases.
“Without measurable guidelines, it will be hard to make sure that every victim gets equal treatment, both in handling, protection, and recovery,” Veronica said during a meeting with the Service Providers Forum (FPL) in Jakarta on Wednesday, March 11, 2026.
She added that strengthening human resources is key to improving the quality of services for victims, which requires cooperation between the central government, local administrations, and community service organizations.
“Strong collaboration between the government and community service organizations is crucial to make sure the protection system works effectively. With good coordination, each party can do its part to protect victims,” she said.
At the same event, the FPL National Secretariat submitted a proposal in the form of a Draft Ministerial Regulation on the Prevention, Handling, Protection, and Recovery (P4) of Sexual Violence Victims.
The document aims to strengthen derivative regulations of the Sexual Violence Criminal Law (UU TPKS) through Government Regulation No. 30/2025. “Even though there is already a Sexual Violence Criminal Law and Government Regulation No. 30/2025, we expect clearer implementing regulations,” said FPL National Secretary Ferry Wira Padang.
“These regulations are crucial to strengthen service standards, institutional coordination, and ensure comprehensive recovery for sexual violence victims,” he said.
The Service Providers Forum (Forum Pengada Layanan/FPL) is a community network that provides support to women who have experienced violence across Indonesia.
