Indonesia Prepares IDR 10 Trillion Credit Facility to Boost Creative Economy

RRI.CO.ID, Jakarta - Indonesia has prepared a new financing scheme for the creative economy industry through a People’s Business Credit (KUR) program based on Intellectual Property (IP). Minister of Creative Economy Teuku Riefky Harsya said the government has allocated IDR 10 trillion in 2026 for the program.
“President Prabowo Subianto has prepared a framework for Intellectual Property–based People’s Business Credit (KUR) for the creative industry. The value reaches IDR 10 trillion for 2026, and the loans or KUR can be granted up to IDR 500 million for each entrepreneur,” stated Creative Economy Minister Teuku Riefky Harsya at the Radio Republik Indonesia in Jakarta on Tuesday, 10 March 2026.
Furthermore, he explained that, unlike conventional KUR schemes for micro, small, and medium enterprises (MSMEs), the new program allows intellectual property certificates, such as trademarks or creative works, to serve as supporting collateral for bank loans. According to Riefky, banks will still evaluate several aspects before approving loans.
“However, the business scheme will still be evaluated. For example, the operational track record will be assessed, as well as what the business model looks like,” he said.
The IP-based KUR program is open to various creative economy subsectors, including culture-based industries, design, digital technology, and media. Riefky added that the Ministry of Creative Economy will also assist entrepreneurs in preparing business proposals and facilitating the credit application process, as the financing model is still relatively new.
“The ministry, together with regional governments or associations, will also identify and assist the process, including supporting the preparation of business proposals when they are submitted to banks so that the process can run more smoothly. This is because the model is still new,” he remarked.
Minister Riefky noted the IP-based KUR scheme is expected to encourage more young entrepreneurs to develop intellectual property-based businesses and strengthen Indonesia’s creative economy.
“This is highly promising and provides opportunities for young people who are actively running their IP businesses. Their IP businesses, or intellectual property-based businesses, are currently increasingly popular among young people,” said Minister Riefky.
