RRI.CO.ID, Jakarta - Minister of Culture, Fadli Zon, announced that the government will propose stronger regulations to improve Indonesia’s national music ecosystem. He delivered the statement during the All-Indonesia Composers Congress in Jakarta, Wednesday, 5 March 2026.

Fadli said regulatory reform is necessary to address ongoing disputes over the rights and position of songwriters in the music industry. The government, he added, wants to ensure fair legal certainty for all stakeholders.

He affirmed that composers are the original rights holders of their musical works. Therefore, clear regulations are needed to prevent the reduction of creators’ rights in industry practices.

The Ministry of Culture, he said, will actively contribute proposals to the legislative process currently underway. The goal is to help create a more balanced and sustainable music ecosystem.

“Certainly, at the Ministry of Culture we will put forward proposals regarding the bill currently under discussion, and hopefully these will help support the music ecosystem, particularly in ensuring that everyone receives a fair proportion, including creators, singers, producers, labels, and others involved in this field,” Fadli said.

He stressed the importance of dialogue among stakeholders to reach comprehensive solutions. Constructive discussions, he noted, are essential to prevent misunderstandings in the public sphere.

Several ideas were raised during the congress, including the establishment of a collective management body for live performances such as concerts. Participants also discussed the possibility of implementing direct licensing mechanisms for creators.

In addition, Fadli expressed optimism that stronger regulations and a healthier ecosystem would enable Indonesian music to become more competitive. He believes the sector has the potential to drive the cultural economy and expand Indonesia’s presence on the global stage.
