RRI.CO.ID, Jakarta: Indonesia’s Ministry of Hajj and Umrah agreed on 10 mitigation measures for umrah pilgrims affected by Middle East security developments on Tuesday, March 3, 2026. The measures were finalized during a coordination meeting in Jakarta. The steps aim to ensure safety and service certainty for Indonesian pilgrims.

The meeting involved representatives from the Ministry of Foreign Affairs, Ministry of Immigration and Corrections, and Ministry of Transportation. Airline companies and Umrah Travel Organizers Association members also attended the session. The forum focused on coordinated responses and risk mitigation efforts.

Director General of Hajj and Umrah Organization Development, Ministry of Hajj and Umrah of the Republic of Indonesia, Puji Raharjo, stressed that safety remains the government’s main priority. He emphasized that postponement is part of mitigation strategy. He delivered the statement while leading the meeting.

“Our framework of thinking is clear, the safety of pilgrims is the main priority. Postponement is not cancellation, but a risk mitigation measure. And this shows that the state is present to ensure protection, certainty, and peace of mind for all pilgrims,” he said.

Earlier, the ministry advised pilgrims who had not departed to postpone their trips. The appeal applies until regional airspace conditions are more conducive. The government seeks to prevent greater risks during travel.

After hearing inputs from stakeholders, ten strategic agreements were reached. The decisions reflect cross-sector coordination by the Government of Indonesia. The measures cover coordination, aviation, immigration, and travel organizers.

The ten agreed mitigation measures are as follows:

1. Establishing an integrated Coordination Center involving the Ministry of Hajj and Umrah, Ministry of Foreign Affairs, Ministry of Transportation, Ministry of Immigration and Corrections, airlines, and Umrah Travel Organizers (PPIU).
2. Committing to data exchange and regular information updates among all stakeholders.
3. The Ministry of Foreign Affairs urging PPIU to consider postponing departures until airspace security conditions are more conducive.
4. The Ministry of Transportation providing facilitation for extra flight permits and flight approvals when required.
5. The Ministry of Immigration and Corrections facilitating visa cancellation or departure postponement for pilgrims who already obtained visas.
6. Airlines providing refund, reschedule, and reroute options without additional charges according to respective airline policies.
7. Airlines ensuring accommodation and consumption services for stranded passengers in Saudi Arabia or transit countries under airline policies.
8. Major airlines arranging passenger transfers and additional flights to assist stranded pilgrims in Jeddah and Madinah.
9. PPIU that continue departures due to contractual obligations must guarantee pilgrim safety and provide updated information on Middle East conditions.
10. The Ministry of Hajj and Umrah communicating possible compensation or refunds for visas, accommodation, consumption, and land transport for pilgrims unable to depart due to flight bans.

The government affirmed that cross-sector coordination will remain strengthened. Authorities aim to safeguard safety, comfort, and service certainty for Indonesian umrah pilgrims. Monitoring of regional developments will continue closely.
