RRI.CO.ID, Jakarta: President Prabowo Subianto has issued Presidential Regulation Number 110 of 2025 on the Implementation of Carbon Economic Value and Greenhouse Gas Emission Control. The regulation positions the carbon market as a strategic instrument to fund conservation and promote sustainable development.

This policy strengthens Indonesia’s national carbon governance framework. Presidential Regulation 110/2025 was formulated through cross-ministerial and institutional collaboration.

Moreover, it involved academicians, business actors, regional governments, and communities. The government emphasized the rule was based on Indonesia’s needs and national interests.

The government of Indonesia also stressed the regulation was not created due to external pressure. It underlined that carbon economic value management remains under full national control.

International cooperation is allowed within the framework of Indonesia’s national interest. This regulation implements Article 33 of the 1945 Constitution. The article states natural resources are controlled by the state for the greatest prosperity of the people.

Through stronger carbon governance, Indonesia ensures forest carbon potential benefits communities fairly. The Ministry of Forestry stated the rule strengthens the forestry sector’s role. Forestry is positioned not only to protect environment and biodiversity, but also to produce high-value carbon units.

Management of Conservation Forests, Protected Forests, and Production Forests is reinforced to support climate resilience and green economic growth.

Presidential Regulation 110/2025 introduces three major changes. First, carbon policy synchronization is integrated with national development. Second, deregulation simplifies and strengthens the carbon trading system through the Integrated Carbon Unit Registry System (SRUK).

Third, decentralization clarifies roles among ministries and institutions. The division of authority is made clearer and more accountable. This structure strengthens Indonesia’s overall carbon governance system.

The regulation is also directed at improving community welfare. Social forestry and critical land rehabilitation are prioritized. Communities protecting and restoring forests are ensured fair and measurable economic benefits.
