Customs' Reform is Crucial for Optimize State Revenue: The House

RRI.CO.ID, Jakarta: The Indonesian House of Representatives’ Commission XI Speaker, Mukhamad Misbakhun, appreciated the internal restructuring of the Directorate General of Customs and Excise (DJBC) by the Minister of Finance, Purbaya Yudhi Sadewa. Misbakhun considered this step a momentum for fundamental reform to close loopholes and optimize State Revenue, the central pillar of the State Budget.
“The House's Commission XI views this restructuring signal as an appropriate step that deserves support. Customs and Excise reform should not be interpreted as merely a routine rotation or transfer, but must genuinely address apparatus integrity reform,” said Misbakhun in a press statement in Jakarta on Thursday, January 29, 2026.
Misbakhun emphasized the significance of strengthening the DJBC's governance and supervisory functions. Moreover, Customs and Excise's strategic role continues to confront the issue of state revenue leakage.
“Illegal import practices and undervaluation schemes have a direct impact on national fiscal condition. Therefore, Customs and Excise restructuring must target crucial aspects,” stated Misbakhun.
According to Misbakhun, the crucial aspects are law enforcement and strengthening the internal control system (SPI). The SPI is intended to minimize abuse of authority and increase compliance.
"This reform is even more urgent when considering that state revenue performance in 2025 has not fully met the State Budget target. We cannot start 2026 with the old way of working, while revenue targets continue to increase," said Misbakhun.
Previously, Finance Minister Purbaya Yudhi Sadewa announced that he would reshuffle the officials at the Customs and Excise Directorate General next week. The reshuffle will be carried out at five major ports.
“Tanjung Priok, Tanjung Emas, Tanjung Perak, Batam, and Medan ports,” said Minister Purbaya, at his office on Tuesday, January 27.
He did not mention other major international ports such as Makassar. Some officials will be laid off as a result of the reshuffle. “Some of them will not be laid off, depending on their prayers tonight,” said Minister Purbaya.
Minister Purbaya will replace the laid-off officials with officials from the Directorate General of Taxes. ”We believe that those from the tax office are still good at their jobs,” he said. (Gusti Panji/Bambang MBKA)
