RRI.CO.ID, Jakarta: The Ministry of Hajj and Umrah is implementing mobility management for elderly and vulnerable pilgrims ahead of the 2026 Hajj. The policy prioritizes pilgrim safety, health protection, and congestion risk reduction during peak ritual phases.

The strategy was presented during a working meeting with Commission VIII of the House of Representatives, Wednesday, January 21, 2026. Minister of Hajj and Umrah, Mochammad Irfan Yusuf, said the government is committed to safer, pilgrim-centered Hajj services.

He emphasized professionalism, transparency, and improved service quality across all operational aspects. “The Ministry of Hajj and Umrah of the Republic of Indonesia is fully committed to delivering the 2026 Hajj with higher standards of professionalism and transparency, and with a strong focus on the safety, comfort, and improved quality of services for pilgrims,” he said.

He explained that pilgrim protection is the core direction of the 2026 Hajj organization. Special attention is given to elderly pilgrims and vulnerable groups with higher health risks. Operational strategies are designed to minimize physical strain and crowd density.

One key measure is strengthening special mobility schemes during the most congested Hajj stages. The policy aims to ensure safer, more efficient pilgrim flows at critical times. It also supports better crowd density control across pilgrimage routes.

“The murur strategy is implemented to safeguard pilgrims’ safety and health, manage crowd density, and improve the efficiency of pilgrim movement. Pilgrims classified under the murur scheme include elderly pilgrims, their companions, and volunteer pilgrims,” Irfan said.

Moreover, the murur strategy allows selected pilgrims to move directly from Arafah to Mina without overnight stays in Muzdalifah. This approach reduces physical strain and exposure to extreme crowding. Its implementation is coordinated with Saudi authorities and service providers.

In addition, the ministry will reinforce the tanazul strategy during the 2026 Hajj. Under this scheme, certain pilgrim groups stay overnight in Makkah hotels instead of Mina tents. The policy helps ease congestion in Mina and improves overall comfort.
