State–Civil Society Synergy Strengthens Flood Response

KBRN, Agam: Flood response efforts in several regions in west Sumatera entered a phase of reinforced services for displaced residents, Thursday (18/12/2025), as the emergency response continued. On the same day, Indonesian President, Prabowo Subianto, emphasized that public safety and the fulfillment of basic needs remain the government’s top priorities in addressing the disaster’s impact.

Since flooding struck parts of the country in the preceding days, the central government has mobilized relevant ministries and agencies to accelerate the distribution of logistics, healthcare services, and security in affected areas. “The state must be present to ensure that all affected citizens receive protection and the assistance they need,” President Prabowo said in a public statement.

As the emergency response progressed, the government’s focus expanded beyond evacuation and rescue efforts to ensuring the continuity of services at evacuation centers. The President stressed that disaster management must be carried out in a coordinated and comprehensive manner to prevent responses from being limited to short-term measures.

These efforts were reinforced by the active involvement of humanitarian organizations on the ground. Rumah Zakat was among the organizations operating at evacuation sites, providing essential supplies and direct assistance to affected residents, particularly children and other vulnerable groups.

In addition to distributing aid, Rumah Zakat volunteers conducted psychosocial support activities through educational programs and recreational sessions for children. “Children need safe spaces to feel calm and protected during emergency situations,” Rumah Zakat volunteer, Ali Ridho, said at the evacuation center Padang Koto Gadang village in Palambayan district, Thursday (18/12/2025).

The presence of volunteers and humanitarian organizations has complemented the government’s role in delivering a more comprehensive disaster response. In various disaster response assessments, collaboration between the state and civil society is widely regarded as essential to expanding service coverage, especially for humanitarian needs that require direct community engagement.

President Prabowo also underscored the importance of cross-sector coordination in responding to increasingly frequent hydrometeorological disasters. “Joint efforts between the central government, regional administrations, the armed forces, the police, and volunteers are key to ensuring an effective disaster response,” he said.

The sequence of these events illustrates that flood management is a multi-layered process involving multiple stakeholders. The synergy between state policies and humanitarian action on the ground remains a crucial foundation for strengthening community resilience during times of crisis.
