National Action Plan Launched to Boost Small-Scale Fisheries

KBRN, Jakarta: In a bid to strengthen the welfare and sustainability of small-scale fishers, the Indonesian Ministry of Marine Affairs and Fisheries (KKP) has officially launched the National Action Plan for Small-Scale Fisheries Management (RAN PPSK).

The initiative marks a concrete step toward inclusive and ecologically responsible marine governance.

“Small-scale fisheries are the backbone of coastal welfare and food security,” said Hendra Yusran Siry, Senior Advisor to the Minister for Marine Ecology and Resources, during the launch event held in Jakarta on Wednesday, November 5, 2025, as quoted by antaranews.com.

RAN PPSK serves as a strategic policy document aligned with the FAO’s Small-Scale Fisheries (SSF) Guidelines and Indonesia’s Law No. 7/2016 on the Protection and Empowerment of Fishers, Fish Farmers, and Salt Farmers.

The plan outlines key priorities including fisher protection, collaborative governance, value chain enhancement, and measurable implementation to support national food security and sustainable fish stocks.

Designed as an operational guide, RAN PPSK aims to foster synergy among stakeholders at both national and regional levels. It is positioned as a vital instrument to improve fisher livelihoods, reinforce food resilience, and advance Indonesia’s Blue Economy vision for 2045.

The plan also includes a comprehensive review of current small-scale fisheries management across Indonesia’s fisheries zones, serving as a foundation for future implementation.

It seeks to raise public awareness about the importance of small-scale fisheries and provide a reference for stakeholders to enhance their contributions to economic welfare, ecological sustainability, and national food security.

“In line with KKP’s blue economy principles, our policies are rooted in ecological stewardship. RAN PPSK must function as a working tool across agencies, regions, and partners, not just as a document,” Hendra emphasized.

The launch was accompanied by the signing of strategic partnerships between the Directorate General of Capture Fisheries and several key organizations.

These include WWF Indonesia, for sustainable capture fisheries management; BPJS Ketenagakerjaan, for social security programs for fisheries workers; and PT Moores Rowland Bali (Starling Resources), for sustainable blue swimming crab fisheries initiatives.

Hendra underscored that cross-sector collaboration is essential to building a resilient blue economy, one that balances ecological sustainability with improved economic outcomes for coastal communities.

Representing Minister Sakti Wahyu Trenggono, Hendra also highlighted the plan’s three core pillars: ecosystem-based fisheries management (EAFM), decent work, and social protection and safety for small-scale fishers nationwide.

KKP stressed that the success of RAN PPSK will not be measured by the thickness of the document, but by tangible outcomes such as increased fisher income, improved catch quality, and healthier marine ecosystems.

“May this initiative pave the way for sustainable marine resources and greater prosperity for Indonesia’s fishing families,” Hendra concluded. ***
