Indonesian Manpower Ministry Pushes for Inclusive Employment Ecosystem

KBRN, Jakarta: Indonesia's Ministry of Manpower (Kemnaker) has reaffirmed its commitment to building an inclusive employment ecosystem that empowers people with disabilities to achieve independence through meaningful work.
Officials say this goal requires strong collaboration across government, industry, and civil society.
“We believe that through synergy between the government, industry, and the public, we can create truly inclusive employment where every individual contributes and maximizes their potential,” said Anggun Sintana, Director of Special Manpower Placement at Kemnaker, during a media briefing at the ministry’s Labor Market Center in Jakarta on Friday, September 26, 2025, as quoted by antaranews.com.
To support this vision, the ministry is implementing a three-pronged strategy. The first focuses on strengthening regulation and oversight. This includes drafting national guidelines for disability employment, launching awareness campaigns to educate companies on Law No. 6/2018, which mandates a one percent employment quota for persons with disabilities, and establishing the Directorate of Special Manpower Placement to design targeted programs and policies.
The ministry is also ensuring social security protection for workers with disabilities and conducting annual monitoring of compliance across both private companies and government institutions.
As part of its institutional transformation, Kemnaker plans to upgrade its Disability Service Units (ULDs) by enhancing staff capacity through specialized training and digitizing services to improve responsiveness and integration with the national employment system.
The third pillar of the strategy focuses on improving job readiness to meet industry demands. This includes integrating disability-focused training programs at Job Training Centers (BLKs) with adaptive curricula that emphasize digital literacy and entrepreneurship.
Kemnaker is also working closely with disability organizations to co-develop inclusive training materials and curricula, while promoting social partnerships and public awareness campaigns to foster broader support for inclusive employment. ***
