The condemnation was conveyed in a joint statement by the foreign ministers on Friday, August 21, 2026. The eight countries were Türkiye, Egypt, Indonesia, Jordan, Pakistan, Qatar, Saudi Arabia, and the United Arab Emirates.
They condemned Israel’s settlement policy, which they described as illegal under international law, and rejected the E1 plan and related settlement activity. The ministers also condemned violence by Israeli settlers against Palestinians.
They said the violence also targeted Palestinian-owned property and violated international law and United Nations (UN) resolutions. They added that such violence threatens regional and international peace and security.
The ministers described the E1 plan as a dangerous escalation, saying it would promote the expansion of Israeli settlements. They also said the plan could reinforce efforts to annex Palestinian territory.
They warned that the project could undermine the geographical contiguity of the occupied Palestinian territory, particularly between the West Bank and East Jerusalem.
The ministers said the E1 plan threatens the viability of an independent Palestinian state, which must have territorially contiguous land. They reaffirmed that a Palestinian state should be based on the 1967 borders, with East Jerusalem as its capital.
The ministers said Israel’s policies run counter to international efforts to achieve peace. The eight countries reiterated their support for the two-state solution as the only path toward a just and lasting peace.
They also supported accountability measures against parties involved in illegal settlement activity, including the possible imposition of sanctions on responsible individuals and entities.
Such sanctions could also target those who support or facilitate settlement expansion and annexation. The ministers called for an end to support and funding for the construction of illegal settlements.
The eight countries urged the immediate halt of the E1 plan and all settlement activities that alter the Palestinian territory.
