FM: National Action Plan Key to Strengthening Migrant Worker Protection

RRI.CO.ID, Jakarta – Acting Director General for Multilateral Cooperation at Indonesia's Ministry of Foreign Affairs, Denny Abdi, said the formulation of the National Action Plan (RAN) is a strategic step by the government to follow up on the recommendations of the UN Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families (CMW).

In a statement received in Jakarta on Friday, July 17, 2026, Denny said the National Action Plan reflects the government's commitment to strengthening the governance of Indonesian Migrant Worker (PMI) protection while implementing the CMW Committee's Concluding Observations following Indonesia's Second Periodic Report Constructive Dialogue held in Geneva at the end of 2025.

"The protection of migrant workers is a shared responsibility that requires a whole-of-government and whole-of-society approach. No single institution can address the challenges of migration on its own," he said.

Denny made the remarks during the inaugural meeting on the formulation of the National Action Plan to follow up on the CMW Committee's Concluding Observations in Jakarta on Monday, July 14, 2026.

The meeting, initiated by the Ministry for the Protection of Indonesian Migrant Workers (KP2MI), was attended by representatives from ministries and government agencies, civil society organizations, academia, and United Nations agencies. According to Denny, protecting migrant workers requires close coordination among all stakeholders so that challenges in migration governance can be addressed more effectively.

The Ministry of Foreign Affairs welcomed the preparation of the National Action Plan as a strategic effort to translate the CMW Committee's 33 substantive recommendations into clear responsibilities across ministries and agencies. The four priority areas include legal harmonization and reform, stronger institutional coordination, protection of vulnerable groups, and expanded access to justice and basic services without discrimination.

The government aims for the 2026–2027 period to produce initial evidence of policy implementation in preparation for submitting its Interim Report to the CMW Committee by January 1, 2028, and its Third Periodic Report by January 1, 2031.

In addition, the government is promoting the development of an interoperable migration data system while upholding personal data protection to improve the effectiveness of migrant worker case management.

He also stressed that strong domestic governance in protecting migrant workers is the foundation of Indonesia's credibility in international diplomacy. He added that the Ministry of Foreign Affairs will continue working closely with all stakeholders to ensure the CMW Committee's recommendations are translated into tangible improvements in the protection of Indonesian migrant workers, both at home and abroad.
