Indonesia, France Renew Technical Cooperation on Civil Aviation

RRI.CO.ID, Jakarta – Indonesia's Directorate General of Civil Aviation (DGCA) under the Ministry of Transportation has renewed its technical cooperation on civil aviation with France's Direction Générale de l'Aviation Civile (DGAC). It is through the signing of Annex VI to the Technical Cooperation Agreement (TCA), with support from Airbus.
According to an official statement received in Jakarta on Friday, July 3, 2026, the signing of Annex VI took place on Thursday, July 2, as a follow-up to the long-standing technical cooperation between Indonesia and France in supporting the development of the civil aviation sector.
Director General of Civil Aviation Lukman F. Laisa, said the signing of Annex VI represents a strategic step to ensure the continuity of the existing technical cooperation while strengthening collaboration between the two countries in addressing challenges and developments in the civil aviation sector.
"Annex VI demonstrates the commitment of Indonesia and France to enhancing the safety, security, and sustainability of civil aviation through stronger safety oversight, human resource development, and the exchange of knowledge, experience, and best practices," Lukman said.
He explained that Annex VI is a continuation of the Technical Cooperation Agreement (TCA) signed in 2019, which has served as the foundation for various technical cooperation programs between Indonesia's DGCA and France's DGAC. With the implementation of Annex VI, Annex V, which previously governed the cooperation, is no longer in effect.
According to him, the scope of the renewed cooperation includes strengthening the civil aviation safety oversight system, enhancing the competence of aviation personnel, exchanging expertise and experience, and carrying out technical activities to support the implementation of standards and recommended practices of the International Civil Aviation Organization (ICAO).
He expressed hope that the partnership would improve the performance of civil aviation administration, strengthen the implementation of aviation safety and security standards, and support the development of a more reliable and competitive aviation system.
Meanwhile, DGAC France's Asia Pacific Cooperation Director, Thibaut Lallemand, said France is proud to continue its strategic partnership with Indonesia. He noted that aviation safety remains the top priority underpinning all forms of cooperation between the two countries.
Regional Safety Director for Europe – Operations Safety Enhancement at Airbus, Denis Blaché, also reaffirmed Airbus' commitment to supporting the technical cooperation between Indonesia's DGCA and France's DGAC, particularly in strengthening aviation safety oversight.
Annex VI will remain in force for one year in accordance with the agreement reached by both civil aviation authorities and may be extended by mutual consent. The cooperation is expected to further strengthen Indonesia's civil aviation system and ensure its continued alignment with international standards.
