Indonesia’s Participation in ISF Under National Control

RRI.CO.ID, Jakarta — Indonesia's Ministry of Foreign Affairs stated that any potential participation by Indonesia in the International Stabilization Force (ISF) is fully under national control. Based on the mandate of the UN Security Council Resolution 2803 (2025), Indonesia’s independent and active foreign policy, and international law.
In an official statement published on the ministry’s website on Saturday, 14 February 2026, it said that the scope of duties for Indonesian personnel is limited and specific, in accordance with the established mandate and strict, binding national caveats set by the government and agreed upon with the ISF.
“Indonesia’s participation excludes combat missions or demilitarization missions. Indonesia’s mandate is humanitarian in nature, focusing on the protection of civilians, humanitarian and medical assistance, reconstruction, as well as training and capacity building for the Palestinian police,” the ministry stated in a written statement.
The government also emphasized that Indonesian personnel will not be deployed against any party and will not be involved in combat operations or actions leading to direct confrontation with armed groups. “The use of force is only permitted for self-defense and to uphold the mandate, carried out proportionally, gradually, as a last resort, and fully in accordance with international law and the Rules of Engagement,” the ministry stated.
Furthermore, Indonesia’s area of deployment is specifically limited to Gaza, which is an integral part of the territory of Palestine. Deployment of personnel can only take place with the consent of the Palestinian authorities as a fundamental prerequisite.
The government also reaffirmed its rejection of any form of demographic alterations or forced displacement of the Palestinian people. Indonesia’s participation is based on the principle of respect for Palestinian sovereignty and the right to self-determination.
Indonesia consistently supports Palestinian independence through a two-state solution in accordance with international law and agreed international parameters. The participation and presence of Indonesian personnel in the ISF does not constitute recognition or normalization of political relations with any party.
