Indonesia, Norway Advance Cooperation on Carbon Market Development

KBRN, Brazil: Indonesia and Norway are exploring a transformative partnership in the global fight against climate change through a new environmental agreement.
Based on their long-standing collaboration in forest conservation, both countries are now joining forces to harness the power of carbon markets under Article 6 of the Paris Agreement, creating a pathway to finance and accelerate Indonesia’s renewable energy expansion for shared economic and environmental benefits.
Indonesia, represented by PLN (Persero), and Norway, represented by the Global Green Growth Institute (GGGI), formalized the commitment by signing a Mutual Expression of Intent (MOI). The signing ceremony took place during the fourth day of the Indonesia Pavilion event at the 30th Conference of the Parties (COP30) in Belem, Brazil, on Thursday (11/13/2025).
In his remarks, Indonesia’s Minister of Environment, Hanif Faisol Nurofiq, affirmed that Indonesia and Norway cooperation is entering a new phase that goes beyond forest protection to include the expansion of renewable energy. He described the MOI signing as an important step toward establishing a transparent, results-based international carbon trading framework.
“Today, we reached a milestone that determines the next achievement for Indonesia–Norway cooperation and proves to the world that we can be a leader in implementing carbon trading through the scheme of Article 6 of the Paris Agreement,” Minister Hanif mentioned.
During the event, Norway’s Minister of Climate and Environment, Andreas Bjelland Eriksen, stated that the partnership offers significant opportunities for both countries to accelerate renewable energy development that contributes directly to global climate action. He highlighted carbon market mechanisms as a crucial instrument that can deliver benefits not only for the world but also for the people of Indonesia.
“By leveraging the carbon trading mechanism under Article 6 of the Paris Agreement, we see a significant opportunity to accelerate the deployment of renewable energy in Indonesia for the better of the world, for the climate, but also for our friends and the people in Indonesia,” Minister Andreas conveyed.
