Govt Changes BPJS Participant Data to Ensure Accurate Targeting

RRI.CO.ID, Jakarta - The Indonesian Minister of Social Affairs revealed that the government deactivated more than 13 million Contribution Assistance Recipient (PBI) Health Care and Social Security Agency (BPJS Kesehatan) accounts in 2025. This policy was implemented to update and adjust data to ensure that premium assistance is accurately targeted according to recipient criteria.
"Of the 13 million from last year, we are deactivating them in 2025. This means transferring them from the ineligible group to the eligible group," said Minister of Social Affairs Saifullah Yusuf before attending a consultation meeting between the House of Representatives (DPR) and the government on social security at the parliament complex in Central Jakarta on Monday, February 9, 2026.
He explained that deactivation means transferring recipients from those who do not meet the criteria to those who do. Of the more than 13 million participants, approximately 87,000 were reactivated after going through the reactivation process.
He said that the reactivation process was carried out as a groundbreaking check on the objective conditions of beneficiary families. According to Saifullah, verification involves examining assets and the actual situation to ensure that assistance is provided appropriately.
"It also serves as a preliminary assessment of the objective situation and condition of the beneficiary family or individual. We examine their assets and their situation," he said.
Saifullah emphasized that all PBI recipient proposals come from regional heads and undergo a verification and validation process. He used the example of determining recipients based on the available allocation versus the number of proposals from regional governments to illustrate this point.
"Everything we process is a proposal from the Regional Head. First, we process the proposals from the regional heads, and then we distribute them according to the available allocation," he said.
He emphasized that regional administrations must be proactive because PBI recipient data is highly dynamic. Changes in the data must be anticipated through routine proposals to ensure that assistance remains on target, he said.
In response, BPJS President Director Ali Ghufron Mukti explained that the reactivation mechanism for deactivated PBI participants is based on a decree from the Minister of Social Affairs. The process begins with a service certificate, which is processed by the Social Services Agency and verified by the Ministry of Social Affairs before being activated by BPJS Kesehatan.
"This is the mechanism for reactivating PBI participants. If a participant is deactivated, it's based on Decree No. 03 from the Minister of Social Affairs, and then the Minister of Health. Then, we can obtain a certificate stating that they need services," he said.
Ghufron explained that approximately 11 million PBI participants were deactivated based on the Minister of Social Affairs' decree. Some were successfully re-registered as active PBI participants, new participants, or changed segments. (Misni Parjiati/Bambang MBKA)
