RRI.CO,ID, Jakarta - BPJS Kesehatan (Healthcare and Social Security Agency) has emphasized that hospitals cannot turn away patients requiring emergency treatment, including National Health Insurance (JKN) participants with inactive Contribution Assistance Recipient (PBI) status.

"So, regardless of the JKN participant segment, they cannot refuse treatment, especially emergency treatment. This is in accordance with the law," BPJS Kesehatan Head of Public Relations, Rizzky Anugerah, told reporters in Jakarta on Friday, February 6, 2026, as quoted by Antara.

Rizzky then emphasized that the prohibition on refusal applies to all participant segments in the JKN program. "Not just inactive PBI, but also to any segment, any segment within the JKN program," he said.

He further explained that emergency conditions are a top priority in healthcare services and should not be hampered by administrative issues. BPJS Kesehatan emphasized the principle that healthcare services in emergency situations should not be postponed, while the administrative process for membership is completed according to applicable regulations.

This assertion aligns with a statement by Minister of Social Affairs Saifullah Yusuf on Thursday, February 5, 2026. He emphasized that hospitals or healthcare facilities should not refuse to treat patients whose

"I have coordinated with the Minister of Health and the President Director of BPJS Kesehatan, and a solution has been found. In principle, hospitals should not refuse patients, as this cannot be postponed, especially in emergencies," he said.

He explained that there have indeed been changes to PBI-JK membership status. A number of participants have been deactivated, and their membership has been transferred to those in greater need due to data updates.

The Ministry of Social Affairs has confirmed that it will actively coordinate with the Ministry of Health, BPJS Kesehatan, and local administrations to ensure the expedited reactivation process for eligible recipients.
