The signing ceremony was attended by Minister of Environment Hanif Faisol Nurofiq and North Sulawesi Governor Yulius Selvanus. The project will be developed through the Greater Manado agglomeration approach. It involves Manado, Bitung, Tomohon, Minahasa Regency, and North Minahasa Regency. This scheme ensures sufficient waste supply and long-term operational sustainability.

The minister emphasized that project success depends on local government readiness and coordination. This includes ensuring consistent waste supply and building reliable transportation systems. He also highlighted the importance of maintaining waste quality for technological requirements.

He added that institutional readiness and regulatory support are also critical factors. Clear financing schemes are needed to ensure the project runs effectively and sustainably. These elements are essential to support long-term project implementation.
