Indonesia Introduces National Standards for Concerts

KBRN, Jakarta: Indonesia has entered a new era of music concert management with the introduction of the National Standards for Music Concert Governance, according to the National Consumer Protection Agency (BPKN).

BPKN chairman Mufti Mubarok said the new standards are designed to guarantee safety, transparency, and fairness for audiences. “Expensive tickets are fine, but safety, transparency, and fairness are number one. Concerts are entertainment, not a source of trauma,” he said in a statement on Monday, December 8, 2025.

Mufti stressed that the standards also close loopholes for unprofessional promoters. “There is no more room for fake tickets or poorly organized concerts. Audiences must leave feeling happy and safe,” he added.

The announcement followed a coordination meeting involving stakeholders from the Ministry of Tourism, Ministry of Trade, National Police, the Jakarta and West Java provincial administrations, the Indonesian Music Promoters Association (APMI), major promoters, ticketing platforms, and concertgoer communities.

The meeting produced a key agreement to strengthen consumer protection in the entertainment sector.

BPKN outlined several major reforms that will reshape Indonesia’s entertainment industry. For the first time, Indonesia will have official national standards for concerts, covering venue safety, maximum capacity, VIP facilities, and evacuation routes.

Promoters will be required to implement risk management, provide medical services, regulate crowd flow, and adopt incident mitigation measures to prevent tragedies such as crowd crushes.

The national ticketing system will also be reformed, with barcode verification to prevent duplication, bans on unauthorized resellers, anti-bot rules, and upfront price transparency to eliminate fraud.

Refunds will follow a clear national deadline, and consumers will be entitled to compensation if concerts are canceled or services are significantly altered.

Promoters and ticketing platforms will be registered in an official database that records their track record, with serious violations potentially leading to license revocation.

Complaints will be handled through an integrated channel across BPKN, the Tourism Ministry, the Trade Ministry, the Communication and Digital Ministry, the National Police, and local administrations, ensuring faster and more accurate responses.

Strict sanctions will also be enforced, ranging from administrative penalties and platform blocking to legal action against counterfeit ticket producers.

Mufti emphasized that these reforms are intended to protect audiences and restore trust in Indonesia’s live entertainment industry, ensuring concerts remain safe and enjoyable. (Misni Parjiati/Lasti Martina)
