RRI.CO.ID, Jatinangor - Indonesia is encouraging its future civil servants to embrace innovation, integrity, and evidence-based policymaking as the government seeks to strengthen public services and accelerate national development. The call reflects the country's broader effort to build a more adaptive bureaucracy capable of responding to increasingly complex global challenges.

The message was delivered by Minister of Higher Education, Science, and Technology Brian Yuliarto during a leadership briefing for senior cadets of the Institute of Public Administration (IPDN) at the institute's Jatinangor campus in West Java on Friday, 24 July 2026. The event highlighted the strategic role of government officials in translating public policies into tangible benefits for society.

The minister said modern governance requires a shift in bureaucratic culture, with greater emphasis on efficiency, collaboration, and the use of data and scientific knowledge in policymaking. According to him, Indonesia possesses abundant resources but needs a bureaucracy capable of managing those assets effectively for public welfare.

"Become bureaucrats who stand with the most vulnerable members of society. Those who are strong can usually take care of themselves, but those who are weak need the presence of the state," Brian told the cadets.

He also encouraged future government leaders to remain lifelong learners, embrace innovation, and strengthen collaboration across institutions. Brian stressed that meaningful bureaucratic reform depends on simplifying procedures, accelerating public services, and delivering practical solutions that improve people's lives.

As part of the ministry's "Impactful Higher Education" initiative, Brian urged IPDN to become a model campus that creates direct benefits for surrounding communities. He cited independent waste management on campus as an example of a practical initiative that could later be replicated by graduates serving in regions across Indonesia.

IPDN Rector Halilul Khairi said the institute continues to strengthen its academic quality to prepare globally competitive civil servants. Accredited with the highest national rating and offering 13 academic programs, IPDN also emphasizes English-language proficiency and encourages graduates to pursue further studies through scholarship opportunities.

The rector noted that IPDN has produced around 47,000 alumni who now serve across Indonesia's public sector, including as regional heads, regional secretaries, and senior officials in ministries and government agencies. Through the leadership program, the Ministry reaffirmed its commitment to producing adaptive, ethical, and collaborative public leaders capable of designing policies that address society's evolving needs while supporting Indonesia's long-term development goals.
