Indonesia Fast-Tracks KITAS Issuance to Attract Investment

RRI.CO.ID, Jakarta – The Indonesian government is expediting the issuance of Limited Stay Permits (KITAS) for foreign workers to reduce administrative barriers to investment. The goal is for all KITAS issuance to be transferred to the Ministry of Investment and Downstreaming/Indonesian Investment Coordinating Board (BKPM) within the next two months.

Minister of Investment and Downstreaming/Head of the BKPM Rosan Roeslani said that certainty of service time will help investors gain clarity when preparing and carrying out business activities that require foreign workers.

“Within the next two months, all KITAS permits will be issued by the Ministry of Investment,” said Rosan at the opening of the Indonesia International Sustainability Forum (ISF) 2026 in Jakarta on Tuesday, October 6, 2026, as quoted by Antara.

Minister Rosan aims to complete the KITAS issuance process within six days. For companies, this integration is intended to make the administrative process for foreign workers simpler, more predictable, and provide certainty regarding timelines.

This scheme is a follow-up to the collaboration between the Ministry of Investment and Downstreaming/BKPM, the Ministry of Manpower, and the Ministry of Immigration and Corrections. The three agencies signed two Joint Decisions (SKB) on September 9 to integrate foreign worker services.

The integration connects the Online Single Submission (OSS) system, the Employment Service Information and Application System (SIAPkerja), and the All Indonesia application. The connected services include the Foreign Worker Utilization Plan (RPTKA), Limited Stay Visa (VITAS), Limited Stay Permit (ITAS), and Permanent Stay Permit (ITAP).

Previously, the government had set a target of a maximum of five days for the foreign worker licensing process through the integrated system. Permit certainty has also been expanded through Government Regulation No. 28/2025 and the OSS system. More than 370 permits have been approved through the deemed approved mechanism, up from more than 300 permits as of September 16.

“This will provide greater certainty and clarity in processing all permits and licenses in Indonesia,” said Minister Rosan.

According to him, certainty licensing services is crucial to improving the investment climate. The government hopes that simplifying these processes will attract high-quality, sustainable investment into Indonesia. ***
