Finance Minister: 2025 State Budget Remains Prudent, Wins Clean Audit

RRI.CO.ID, Jakarta - Indonesia's Finance Minister, Purbaya Yudhi Sadewa, reaffirmed that Indonesia’s 2025 State Budget (APBN) was managed in a healthy, accountable, and prudent manner, helping maintain economic stability while preserving strong public financial governance. This was reflected in the government's receipt of an Unqualified Opinion (WTP) on the 2025 Central Government Financial Report (LKPP) from the Supreme Audit Agency (BPK).

Speaking during the House of Representatives' plenary session on the government's accountability for the implementation of the 2025 State Budget on Thursday, July 2, 2026, Purbaya said the 2025 budget was particularly significant as it served as a transition budget—prepared under President Joko Widodo and implemented by the administration of President Prabowo Subianto. The budget was designed to ensure policy continuity while maintaining fiscal discipline.

"The 2025 State Budget holds significant strategic value. First, it is a transition budget prepared under President Joko Widodo and implemented by President Prabowo Subianto's administration. Second, it was designed to ensure the continuity, strengthening, and acceleration of national development programs. Third, it has been managed in a healthy, credible, and sustainable manner to support Indonesia's medium- and long-term development agenda," he said.

The finance minister also expressed appreciation to the House of Representatives and the Supreme Audit Agency for their close cooperation in overseeing the implementation of the 2025 budget.

"This synergy has strengthened the quality of public financial governance, as reflected in the government's Unqualified Opinion on the 2025 Central Government Financial Report. The achievement demonstrates our continued commitment to transparency and fiscal accountability. However, it is not the final goal but rather a foundation for further improvements in governance," he said.

The government's accountability report was presented through the 2025 Central Government Financial Report, audited by the Supreme Audit Agency in accordance with the State Finance Law and the 2025 State Budget Law. The report consists of seven main components, including the Budget Realization Report, Statement of Changes in Budget Surplus, Balance Sheet, Operational Report, Cash Flow Statement, Statement of Changes in Equity, and Notes to the Financial Statements.

State revenue reached Rp2,765.13 trillion in 2025, while government spending totaled Rp3,435.46 trillion. As a result, the fiscal deficit remained under control at 2.81 percent of gross domestic product (GDP), equivalent to Rp670.34 trillion.

Purbaya emphasized that government spending was carried out prudently while adhering to the value-for-money principle to ensure every rupiah delivered tangible benefits to the public.

"The 2025 budget deficit remained safely within the fiscal limit at 2.81 percent of GDP, or Rp670.34 trillion. The government financed the deficit through a prudent and well-managed financing strategy while taking advantage of improving market conditions," he explained.

The finance minister added that the country's fiscal position remained solid. The Budget Surplus Balance (SAL) stood at Rp438.26 trillion at the end of 2025, continuing to serve as a fiscal buffer against future risks. Meanwhile, total government assets reached Rp14,600.98 trillion, with equity amounting to Rp3,073.69 trillion as of Dec. 31, 2025.

Despite securing another Unqualified Opinion, the government remains committed to improving public financial management by implementing all recommendations issued by the Supreme Audit Agency. Planned reforms include enhancing government accounting standards and performance disclosures, accelerating the use of the National Social and Economic Single Data (DTSEN) for social policy, and improving the governance of fuel subsidies and compensation.

"The government remains committed to continuously strengthening public financial management and consistently following up on all audit findings and recommendations from the Supreme Audit Agency, including those related to previous Central Government Financial Reports," Purbaya said.
