One-Gate Export System Expected to Improve National Palm Oil Trade Governance

RRI.CO.ID, Jakarta - Indonesia’s crude palm oil (CPO) trade governance could be strengthened through a one-gate export system, a policy expected to boost state revenue while benefiting palm oil-producing regions.

The chairperson of the Association of Indonesian Palm Oil-Producing Regencies (AKPSI), Mudyat Noor, welcomed the central government’s plan to implement the system through PT Danantara Sumberdaya Indonesia.

“This system could be an opportunity to improve the management of the national palm oil trade,” Mudyat said in Penajam Paser Utara, East Kalimantan, on Sunday, June 21, 2026, as quoted by Antara.

He explained that reforms must address underpricing and transfer pricing practices, which have long undermined both state and regional revenues. Governance improvements are expected to create a more transparent and accountable trading mechanism.

If implemented effectively, Mudyat said, domestic palm oil prices could become more stable and standardized, benefiting farmers while curbing practices detrimental to state revenue. “With increased state revenue, it is expected that palm oil revenue-sharing funds (DBH) for producing regions will also rise,” he added.

AKPSI, which currently comprises 164 regencies and cities, continues to advocate for higher revenue-sharing funds. The organization proposes raising the share for producing regions from 8 percent to at least 15 percent.

Mudyat noted that the one-gate export system offers opportunities to increase revenue for both the central government and local administrations. With stronger governance, he said, the benefits of the palm oil industry could be felt more widely across producing regions in Indonesia. ***
