RRI.CO.ID, Jakarta – The Coordinating Ministry for Political and Security Affairs, together with the Financial Services Authority (OJK), is strengthening coordination on the development of Innovative Credit Scoring (ICS). The initiative aims to expand access to financing for groups that are not yet served by formal banking services.

Deputy for Communication and Information Coordination at the Coordinating Ministry, Eko Dono Indarto, said ICS should serve as a strategic national policy instrument rather than focusing solely on financial technology innovation.

“ICS development must support the broader agenda of financial inclusion and empower the people’s economy. It’s not just about technology. It’s also about the state’s role in providing access to financing for the public,” Eko said in Jakarta on Wednesday, May 6, 2026.

He explained that successful ICS implementation depends on data integration across ministries and institutions, noting that the One Data Indonesia ecosystem and the Government Service Connector System are crucial.

Eko emphasized the importance of an inclusive approach, saying ICS should not rely solely on digital data. “Cross-sector data integration is needed, including social and population data. This is crucial to ensure that financing schemes are truly targeted at MSMEs and cooperatives,” he said.

OJK Executive Director Dino Milano Siregar announced that the authority is developing an ICS model based on behavioral scoring, using alternative data to reach people without formal credit histories.

“We designed ICS to reach the unbanked segment by using alternative data and behavioral analysis. Expanding data sources is key to improving credit rating accuracy,” Dino said.

He added that ICS will be implemented in stages through pilot projects in several priority areas. However, challenges remain, including the quality of population data and the risk of misuse. “We are paying serious attention to data security and the potential for misuse. Strengthening data oversight and governance is a top priority,” he said.

This coordination underscores the government’s commitment to building a more inclusive, data-driven financing system. The development of ICS is also expected to strengthen the national MSME ecosystem by integrating cooperatives and community groups.

Moving forward, the Coordinating Ministry and OJK will continue to foster cross-sector collaboration, including drafting regulations for secure and accountable national data sharing. (Misni Parjiati/Lasti Martina)
