State-owned Airline Holding to be Completed in First Half of 2026: Govt

RRI.CO.ID, Jakarta – The state asset fund Daya Anagata Nusantara Investment Management Agency (Danantara Indonesia) is targeting completion of a state-owned airline holding company in the first half of 2026 as part of efforts to consolidate the national aviation industry.
The holding will comprise PT Garuda Indonesia (Persero) Tbk (GIAA), its subsidiary PT Citilink Indonesia, and PT Pelita Air Service, a business line of PT Pertamina (Persero). Garuda Indonesia is set to serve as the parent company.
Danantara Managing Director of Stakeholder Management, Rohan Hafas, said the formation of the holding would create efficiency and optimize the booking systems of the three airlines.
“The holding of Pelita, Citilink, and Garuda means one booking, one Garuda point, mileage, registration, and even seats can be exchanged. It will be more efficient. So it is an optimization of the booking system,” Rohan said during an exclusive group interview at Wisma Danantara in Jakarta on Thursday, February 26, 2026, as quoted by Antara.
He said combining the three carriers would also help address fleet limitations, particularly on overlapping routes.
“The number of aircraft becomes larger if they join. The same route may be only 60 percent filled at each airline, but if fully combined, for example, to Surabaya, which is one of the most popular destinations, Citilink has Surabaya, Pelita has Surabaya, and Garuda has Surabaya, so why not one flight?” he said.
Rohan said the integration of booking systems and cooperation among the three airlines was expected to generate additional revenue, especially for Garuda Indonesia, which is still seeking to return to profitability.
“Hopefully, in the first half of 2026, because it is crucial to obtain extra income without adding aircraft,” he said.
However, Rohan said the final holding structure and operational cooperation scheme had yet to be decided.
“What form it will take, whether a merger or something else, is what we must decide soon. It requires careful calculation. It is not just about joining or forming an alliance. There are accounting and integration issues, and that is not easy,” he said.
Previously, Danantara Chief Operating Officer Dony Oskaria said the consolidation process was targeted for completion in the first quarter of 2026, with Garuda Indonesia designated as the holding company and Citilink and Pelita Air operating under it. ***
