Policy Misalignment Hampers Net Zero Emissions Target: Govt

RRI.CO.ID, Jakarta - Deputy Home Affairs Minister Bima Arya Sugiarto emphasized the need to synchronize global, national, and local commitments to address global boiling and achieve Indonesia’s net zero emissions (NZE) target by 2060.
“Our challenge is actually what is written in this report, namely, connecting global, national, and local commitments. That is our major challenge,” Bima said in a statement in Jakarta on Thursday, February 26, 2026, as quoted by Antara.
He said regional political dynamics pose another challenge. Regional leaders often face a dilemma between pursuing popularity and short-term economic growth and meeting technical, long-term environmental targets.
Bima also pointed to practical obstacles in the field, including difficulties in transitioning public transportation to electric vehicles (EVs). In addition, several regions remain economically dependent on high-emission industries.
To address these issues, he said the Home Affairs Ministry plays an active role in ensuring that regional budgeting and development planning instruments remain accountable and aligned with national policies.
“Our role is to ensure that regional budgeting and planning are in line with global and national commitments. From the planning stage, there are implementation and technical guidelines. We have issued a Home Affairs Minister Regulation, for example, No. 15/2024, to serve as a basis for regional heads to encourage green investment initiatives,” he said.
He emphasized that budgetary commitments in the Regional Budget (APBD) should not be merely ceremonial. Bima encouraged a co-creation approach involving all stakeholders, including the younger generation, to formulate strategies and strengthen budget oversight. ***
