South Sulawesi Cracks Down on Civil Servant Violence Against Women

RRI.CO.ID, Makassar – Institutional accountability within regional governance is taking center stage as the South Sulawesi Provincial Administration enforces strict workplace standards to protect vulnerable groups from abuse.
Through a newly enacted policy, the administration has made clear that public servants must uphold civil safety and will face immediate disciplinary action if implicated in gender-based violence or child abuse.
The mandate is codified in Circular Letter (SE) Number 100.3.4/6020/DP3AP2KB, signed on May 15, 2026, by South Sulawesi Regional Secretary Jufri Rahman on behalf of the governor.
As reported by Antara, the directive outlines a zero-tolerance approach toward a wide range of offenses. It explicitly bans physical, sexual, psychological, and financial violence, as well as negligence, exploitation, human trafficking, cyber-violence, domestic abuse (KDRT), and systematic gender-based mistreatment.
The administration stressed that acts of violence inflict severe psychological trauma, disrupt institutional productivity, and cause profound physical and emotional distress. By targeting the conduct of its own personnel, the government aims to foster a safe, inclusive, and harassment-free work culture.
“This is a strong commitment from the South Sulawesi Provincial Administration. We are not only appealing, but also establishing a systematic prevention mechanism,” said Nursidah, Head of the South Sulawesi Women’s Empowerment, Child Protection, Population Control, and Family Planning Agency (DP3AP2KB), in Makassar on Thursday, May 21, 2026.
Under this framework, regional department heads are directly responsible for monitoring staff behavior, cultivating anti-violence commitments, and responding swiftly to grievances. Nursidah emphasized that agency leaders must lead by example, supervise employees, build institutional commitments, and remain highly responsive to complaints.
Accountability measures will apply uniformly across all employment tiers. Any civil servant found guilty of committing violence against women or children will face strict disciplinary sanctions.
These penalties apply to both permanent Civil Servants (PNS) and Government Employees with Work Agreements (PPPK), in accordance with Government Regulation Number 94/2021 on PNS Discipline and Government Regulation Number 49/2018 on PPPK Management.
To ensure victims and witnesses can safely report cases, the administration has established multiple secure channels. Through these integrated mechanisms, the provincial administration hopes to heighten collective awareness and vigilance across all institutional ranks to decisively eliminate violence against women and children. ***
