Pepera Monument Commemorates 1969 Papua Integration

RRI.CO.ID, Jayapura – Pepera Monument (Tugu Pepera) is a landmark in Jayapura, the capital of Papua Province. The monument stands in Jayapura Utara District and is among the city’s cultural heritage sites.
The name Pepera comes from Penentuan Pendapat Rakyat (Act of Free Choice), which translates roughly as "Determination of the People's Opinion". The term refers to the 1969 process through which Indonesia established the political status of the territory then known as West Irian, following the transfer of administration from the Netherlands to Indonesia under the 1962 New York Agreement.
It all began with Indonesia's claim to be the successor state to the Dutch East Indies, whose territory also included the western part of Papua (New Guinea) region. Although the 1949 Round Table Conference required the Netherlands to transfer sovereignty over the Dutch East Indies to the newly established Indonesian government, the Dutch continued to control western Papua until 1961, when the New York Agreement paved the way for the transfer of territory to Indonesia under United Nations (UN) auspices.
Pepera took place across the territory during 1969, with the final stage in Jayapura held on August 2. The process was subsequently reported to the UN, and the monument in Jayapura was built to commemorate the event and its significance in Indonesia’s account of the territory’s integration.
The monument was inaugurated by Indonesia’s second president, Suharto, on September 16, 1969. It stands in a central part of Jayapura, along Sam Ratulangi Street, near what is now Mal Jayapura and across from the Cenderawasih Sports Hall.
Today, Tugu Pepera is regarded by the Jayapura municipal government as part of the city’s cultural and historical tourism area. Local authorities include it among destinations in the Port Numbay cultural and historical tourism zone, alongside other landmarks and sites in northern Jayapura.
Pepera Monument provides an introduction to an important and complex chapter in the history of Papua and Indonesia. Its location in central Jayapura also makes it possible to visit the monument while exploring other historical, cultural, and urban attractions in the city.
