House Approves Revision of Kadin Law into Parliamentary Initiative Bill

RRI.CO.ID, Jakarta – The Indonesian House of Representatives (DPR) has officially approved the revision of Law Number 1 of 1987 concerning the Chamber of Commerce and Industry (Kadin) to become a House initiative bill. The plenary session, led by House Deputy Speaker Cucun Ahmad Syamsurizal, was held at the Parliamentary Complex in Senayan, Jakarta, on Tuesday, September 22, 2026.

This decision was reached by acclamation after the session chairperson requested approval from all attending council members. The plenary session was also attended by House Speaker Puan Maharani and House Deputy Speaker Saan Mustopa, with a total attendance of 195 council members.

The preparation process for the Kadin Bill has been underway since early September 2026 through Commission VI of the House. On Wednesday, September 2, 2026, House Commission VI invited Kadin Indonesia management along with provincial-level administrators to absorb aspirations for drafting the academic text and the bill, which was then followed by a dialogue with academics to sharpen the substance of the draft regulation.

Quoting a written press release from Kadin on Tuesday, September 22, 2026, the Chairman of the Working Committee for Drafting the Kadin Bill, Adisatrya Suryo Sulisto, emphasized, “This regulatory update is urgently needed for Kadin to respond to future economic challenges”. He said Kadin is required to have more relevant capacity in facing global developments, digitalization, artificial intelligence, and international market integration within the global supply chain.

The direction of this regulatory change also focuses on enhancing the capacity of small-scale business players. House Legislative Body (Baleg) Deputy Chairman Sturman Panjaitan stated that Kadin must have a concrete presence to help the community and micro, small, and medium enterprises (MSMEs) penetrate international markets.

Additionally, the institutional renewal of Kadin is directed toward strengthening strategic partnerships with the government in the trade, economic, and industrial sectors. Responding to the parliamentary decision, Kadin Indonesia Chairman Anindya Novyan Bakrie expressed his readiness to follow all stages of the bill's deliberation process.

Anindya explained, “The input provided by Kadin aims to encourage the strengthening of the MSME and cooperative ecosystem”. Considering that the MSME ecosystem accounts for 92 percent of total businesses, special attention is needed to enable this sector to advance to the next level. Kadin hopes to obtain special authority to more effectively assist businesses in regions, expand job opportunities, and increase national investment and trade values while maintaining the principle of non-budgetary independence.
