Govt Highlights Workforce Competency to foster Microbanking Risk Management

RRI.CO.ID, Jakarta - Indonesia's Vice Minister of Manpower, Afriansyah Noor, has emphasized the importance of human resource competencies in supporting risk management in the microbanking sector. It plays a role in expanding access to financing for micro, small, and medium-sized enterprises (MSMEs).
He said the microbanking sector faces various risks, ranging from credit and operational risks to fraud. Therefore, competent workers are needed to identify, control, and monitor these risks.
“The microbanking sector plays a strategic role in the community’s economy as a key provider of access to financing for micro, small, and medium-sized enterprises (MSMEs),” Afriansyah said while speaking at the launch of the Microbanking Risk Management Certification Program in Jakarta on Wednesday, September 16, 2026.
According to him, amid the rapidly changing dynamics of the financial industry, developing workforce capacity cannot rely solely on theoretical knowledge. Workers also need practical skills, a strong work ethic, and experience relevant to job requirements.
In this context, he said competency certification is an instrument to ensure workforce competency standards. He stressed that certification should not merely serve as an administrative formality, but should reflect workers’ actual abilities in the workplace.
“Competency certification must meet the 4T principles: measurable, tested, validated, and trusted. Its success should not be measured by the number of certificates issued, but by its real impact on improving productivity and the quality of industry management,” he affirmed.
To ensure that competency certification meets the 4T principles, the Ministry of Manpower carries out five key roles: maintaining competency standards, ensuring training quality, recognizing qualifications, aligning programs with labor market needs, or link and match, and monitoring the impact of certification on industrial efficiency. These efforts are aimed at ensuring that competency certification not only recognizes workers’ abilities but also reflects the skills required in the workplace and the evolving needs of the industry.
