Indonesia Uncovers $5.5B Fortified Rice Scam for High-Risk Population

RRI.CO.ID, Jakarta — Indonesian authorities have exposed a massive food fraud scheme involving fake fortified rice that exploited public health initiatives meant to combat childhood stunting and maternal malnutrition. The Ministry of Agriculture revealed in Jakarta on Tuesday, September 15, 2026, that their lab tests revealed over two dozen commercial brands labeled as "fortified rice" contained no added nutrients.

Fortified rice is promoted as containing essential vitamins for vulnerable demographics and is part of the nation’s subsidized program to fight stunting. Fraudulent distributors of fake fortified rice marked up the prices by up to 300 percent, taking advantage of low-income families and pregnant women seeking vital nutrition.

Minister of Agriculture, Amran Sulaiman, said the economic loss from this deceptive practice is estimated at IDR 89 trillion (approximately $5.5 billion). The state-sanctioned crackdown highlights severe vulnerabilities in the domestic supply chain, where commercial actors exploited loopholes under the guise of public health solutions.

He explained that fortified rice programs in Indonesia are primarily designed to address high rates of childhood stunting and provide targeted nutrition to low-income households, pregnant mothers, and infants. However, market manipulators rebranded standard or subsidized rice with fraudulent health labels, driving retail prices from the regulated ceiling rate of IDR 13,500 per kilogram to as high as IDR 57,000 ($3.70) per kilogram.

“This rice fortification program is intended to address stunting among the poor, pregnant women, breastfeeding mothers, and toddlers. It is not intended to be exploited by rent-seekers. We must be firm on this,” he stated in the press release.

The ministry emphasized that the deceptive practice inflicted dual damage on high-risk populations. First, severe financial exploitation and then a total loss of promised nutritional benefits from the fake fortified rice.

Minister Sulaiman also stated that rice is an important food. “If there’s a problem with the rice, there’s a problem with the country,” he said as he highlighted the problem of fake fortified rice.

The ministry also reported that Indonesia holds a massive 25–26 million ton rice stock with monthly consumption at 2.5–2.6 million tons. This 10-month reserve easily covers domestic demand while supporting food aid and exports.
