House Pushes New Bill to Address Structural Agrarian Conflicts

RRI.CO.ID, Jakarta - The House of Representatives (DPR RI) is pushing for the Agrarian Reform Regulation Bill to serve as a breakthrough in resolving structural agrarian conflicts that have persisted for decades. Deliberations on the bill took place at the Parliament Complex in Senayan, Jakarta, on Tuesday, September 15, 2026.

Lawmaker of the Special Committee on the Agrarian Reform Regulation Bill, Muhammad Khozin, said specific regulations are needed to address the fragmentation of sectoral rules and inter‑agency policies that have historically fueled land disputes.

He noted that certain existing regulations have granted corporations significant leeway to control land through rights such as the Right to Cultivate (HGU) and the Right to Build (HGB). As a result, the state is considered responsible for taking corrective measures to protect community rights.

“One of the efforts to address this issue is through the Agrarian Reform Regulation Bill,” Khozin said.

Special Committee member Azis Subekti emphasized that agrarian reform also requires integrated land data across agencies. Disconnected data, he said, has long contributed to agrarian conflicts.

He added that the bill aims to reduce inequality in land ownership, targeting a Gini ratio of 0.30. The regulation is also designed to function as lex specialis for the implementation of agrarian reform.

Meanwhile, Adian Napitupulu, Deputy Chairman of the House’s Public Aspirations Body, highlighted issues in land administration, particularly the determination of concession boundaries. He argued that a comprehensive evaluation of licensing processes and concession boundaries is necessary to prevent recurring conflicts.
