Government Evaluates PP TUNAS Implementation, 28 Million Children Protected

RRI.CO.ID, Jakarta - The Ministry of Communication and Digital Affairs has evaluated the six-month implementation of Government Regulation Number 17 of 2025 on the Governance of Electronic System Operations for Child Protection, also known as PP TUNAS. The evaluation shows that around 28 million children in Indonesia have been protected from various risks in the digital space.

Minister of Communication and Digital Affairs, Meutya Hafid, said the evaluation was conducted to ensure that child protection obligations go beyond administrative compliance and are implemented through concrete measures by digital platforms.

“These six months are an important stage to see whether child protection obligations are actually being implemented by platforms. We have seen some platforms take concrete steps, while others still need to fulfill their obligations,” Meutya said at a press conference at the Ministry of Communication and Digital Affairs in Central Jakarta, Monday, September 14, 2026.

As of September 6th, 2026, a total of 252 Products, Services, and Features (PLFs) from 94 Electronic System Providers (ESPs) had completed their self-assessments. The Ministry of Communication and Digital Affairs had verified 60 PLFs, consisting of 38 classified as low-risk and 22 as high-risk. Of these, 42 PLFs have been officially designated, while the remaining 18 are still undergoing the designation process.

The implementation of child protection measures is also becoming evident through technical features introduced by several digital platforms. Roblox, for example, has implemented an age-gate system and age-based feature classifications, while automatically moving around 23 million user accounts belonging to children under 16 to stricter protection settings.

The Ministry of Communication and Digital Affairs is giving all Electronic System Providers until December 31st, 2026, to complete their self-assessments. The government may directly designate PLFs that fail to fulfill their obligations as high-risk services.

“If these obligations are not fulfilled, the government may directly designate the relevant PLF as a high-risk service,” she said.

The evaluation is part of the implementation of PP TUNAS and follows up on Minister of Communication and Digital Affairs Regulation Number 9 of 2026, which further regulates the mechanisms for self-assessment, verification, and the fulfillment of child protection obligations by Electronic System Providers. The Ministry of Communication and Digital Affairs said monitoring and supervision will continue to ensure that these obligations are translated into concrete measures and help create a safer digital space for children.
