Govt Formulates Six-Percent Global Revenue Fine for Platforms Violating PP TUNAS

RRI.CO.ID, Jakarta - The Ministry of Communication and Digital Affairs has formulated fines for digital platforms that violate child protection requirements. The fines are part of efforts to enforce Government Regulation Number 17 of 2025 on the Governance of Electronic System Operations for Child Protection, also known as PP TUNAS.
Minister of Communication and Digital Affairs, Meutya Hafid, conveyed the sanctions are necessary to ensure that digital platforms face clear consequences for failing to comply with child protection requirements under PP TUNAS.
“For large-scale or global digital platforms, the fine we have formulated is six percent of global revenue. Meanwhile, for domestic private Electronic System Providers, the fine will be adjusted according to the scale of the business,” Meutya said at a press conference in Jakarta, Monday, September 14, 2026.
For domestic private Electronic System Providers, the maximum fine is one billion rupiah for micro businesses, five billion rupiah for small businesses, and 10 billion rupiah for medium-sized businesses.
Meutya explained that the fine formulation had undergone public consultation and official communication with private Electronic System Providers, particularly the eight platforms initially classified as high-risk services. The proposed formulation has been submitted to the Ministry of Finance for further discussion with relevant ministries and government agencies.
“Before the formulation was finalized, it had undergone public consultation and had been officially communicated to Electronic System Providers, particularly the eight platforms. It has also been formally submitted to the Ministry of Finance to be discussed and stipulated under the regulation on Non-Tax State Revenue, together with the relevant ministries,” she explained.
The eight platforms initially classified as high-risk services are YouTube, TikTok, Facebook, Instagram, Threads, X, Bigolive, and Roblox. The risk classification serves as a basis for the government to ensure that platforms implement child protection measures appropriate to the level of risk they pose to children.
