Indonesia’s Creative Economy Ministry Outlines 2027 Investment, Export Target

RRI.CO.ID, Jakarta – The Indonesian Ministry of Creative Economy (Kemenekraf) has set investment targets of up to USD 11.89 billion and export targets of USD 38 billion for the creative economy sector by 2027.

To meet these targets, the Ministry has proposed an additional budget of IDR 1.73 trillion (approximately USD 97.58 million), as the current indicative ceiling is considered insufficient to implement various strategic programs.

Creative Economy Minister Teuku Riefky Harsya said the Ministry currently holds an indicative budget ceiling of IDR 428.6 billion for 2027. The additional budget is needed to bridge the gap between program requirements and available funds and support the achievement of the sector’s performance targets.

“For 2027, the Ministry proposes a budget requirement of IDR 1.7 trillion. The majority of this will be directed toward supporting creative economy programs,” Minister Riefky said during a meeting with Commission VII of the House of Representatives on Monday, August 31, 2026.

He said the additional budget would strengthen several creative economy development programs, particularly the activation of Creative Villages, Creative Hubs, and the “Creative by Indonesia” program.

The funds will also support government assistance, institutional strengthening, and creative economy diplomacy. A portion will be allocated for post‑disaster rehabilitation and reconstruction in Aceh, North Sumatra, and West Sumatra.

The Ministry’s investment target for the creative economy ranges from USD 11.56 billion to USD 11.90 billion, while the export target is set at approximately USD 37 billion to USD 38 billion by 2027.

Deputy Speaker of Commission VII, Evita Nursanty, said achieving these targets requires more integrated planning. She urged the Ministry to immediately formulate a unified roadmap so that creative economy programs can become a national priority.

She emphasized that the Creative Village, Creative Hub, and Creative by Indonesia programs should not operate separately.

These initiatives must be consolidated into a single roadmap with measurable performance targets, including the number of regions developed, the number of supported creative economy players, and growth in revenue, exports, investment, and job creation.

“We hope to see a unified roadmap that outlines what exports will look like, followed by investment and job creation,” Evita said during the meeting.

She also highlighted the gap between the Ministry’s ambitious targets and the limited budget support. She called on the Ministry to prepare a concrete pipeline to ensure that investment and export targets can be achieved.

The pipeline, she said, must outline the projects to be developed, target investors, and intended export markets.

With this approach, the creative economy’s investment and export targets will be supported by specific programs, projects, and markets, rather than remaining figures on paper. (Misni Parjiati)
