RRI.CO.ID, Jakarta – The Indonesian Ministry of Social Affairs and the National Anti-Trafficking Network (JARNAS APO) signed a memorandum of understanding (MoU) in Jakarta on Monday, July 27, 2026, to strengthen protection for victims of human trafficking (TPPO).

The collaboration enhances government and civil society cooperation in prevention, rehabilitation, assistance, and social reintegration.

Social Affairs Minister Saifullah Yusuf said the ministry has opened access for JARNAS APO to use its facilities to ensure victims receive greater protection.

“The facilities are open to the Chair of JARNAS APO, Ms. Sara, and her entire network, so that the benefits can be felt by the wider community,” Minister Saifullah (Gus Ipul) said.

According to Gus Ipul, handling human trafficking victims is part of the government’s commitment to protecting vulnerable groups. He stressed that protection must be strengthened through cross-sector collaboration, particularly as trafficking increasingly exploits digital platforms, from job offers to personal relationships.

“The government fully covers survivors’ recovery and rehabilitation,” Gus Ipul said, noting that treatment includes psychosocial rehabilitation, economic empowerment, and social reintegration. Rehabilitation typically lasts three months, with extensions of up to two years before survivors return to their families or communities.

Currently, the Ministry of Social Affairs operates one Trauma Center Protection House (TCP) and 31 centers functioning as safe houses for victims. These facilities are expected to be used alongside JARNAS APO to strengthen protection services.

From 2011 to 2026, the ministry provided rehabilitation services to more than 128,000 survivors of trafficking and problematic Indonesian citizens. Between 2024 and July 2026, over 3,000 survivors received social rehabilitation services.

“Human trafficking has not stopped. Therefore, the collaboration and initiatives carried out by JARNAS APO should be welcomed,” Gus Ipul said.

JARNAS APO Chairperson Rahayu Saraswati Djojohadikusumo said the MoU marks the first step in building a stronger victim protection system.

“This is the beginning of fighting human trafficking systematically. The movement must become a system, and the system must provide concrete protection and fulfillment of victims’ rights,” she said.

JARNAS APO also signed MoUs with the National Police, the Witness and Victim Protection Agency (LPSK), and the Ministry for the Protection of Indonesian Migrant Workers (KP2MI). The network plans to expand cooperation with other ministries and institutions to strengthen victim protection from prevention to reintegration. ***
