The Government Discusses the Progress of the Aceh UUPA Revision

RRI.CO.ID, Jakarta - Coordinating Minister for Law, Human Rights, Immigration, and Prisons, Yusril Ihza Mahendra, received an audience from the Aceh Regional People's Representative Council (DPRA) in Jakarta, Thursday, July 16, 2026. The meeting discussed the progress of the Draft Amendment to Law Number 11 of 2006 on the Governance of Aceh (UUPA) as well as coordination steps between the central and regional governments in the discussion process.

On that occasion, Deputy Chairman II of the Aceh Regional People's Representative Council (DPRA), Ali Basrah conveyed the progress of the UUPA revision discussion. He explained that the proposed amendment to the UUPA has been established as a Priority National Legislation Program (Prolegnas) since September 2025, and the Aceh DPR has submitted the draft revision to the government thru the Minister of Home Affairs.

According to him, the discussion in the Legislative Body of the Indonesian House of Representatives (DPR RI) evolved from eight proposed amendments to 28 revised articles. DPRA hopes that the process can soon enter the stage of the plenary session of the Indonesian House of Representatives so that the discussion can continue with the government.

In addition, the DPRA also highlighted the importance of strengthening the authority of the Aceh Government, certainty regarding Special Autonomy Funds, and the need for harmonization of norms, standards, procedures, and criteria (NSPK) so that government derivative regulations do not conflict with the qanun in effect in Aceh.

In response to this, Coordinating Minister Yusril stated that the government will oversee the discussion process in accordance with the legislative formation mechanism. He explained that after the Indonesian House of Representatives submits the draft of the bill to the President, the government will prepare a Presidential Letter (Surpres) to appoint the ministry that will represent the government in the discussions with the House.

"In principle, in accordance with the duties of the Coordinating Ministry for Political, Legal, and Security Affairs, we are overseeing legal development issues. When the draft is submitted to the President, we are ready to facilitate the coordination of forming a government team to inventory various issues that will be discussed with the DPR," Yusril said.

He added that the Coordinating Ministry for Political, Legal, and Security Affairs will also study the substance of the changes in depth, particularly regarding the Special Autonomy Fund, the deadline for its implementation, and the regulation of regional authority to align with the special autonomy system in Indonesia.

"We will also help coordinate the relevant ministries, including legal and budgetary aspects, so that the discussion process can proceed more effectively," he explained.

Coordinating Minister Yusril also conveyed his plan to visit Aceh again in August. He reminded the importance of resolving various issues thru the appropriate legal approach, as demonstrated by the successful resolution of the Blang Padang waqf land status thru the waqf validation mechanism in the Religious Court.
