RRI.CO.ID, Jakarta - Indonesian House of Representatives (DPR RI) stated that film industry regulations need to be updated immediately to keep pace with developments in the creative industry and technological changes. Such revisions are considered necessary to address challenges related to film distribution, digital platforms, and the competitiveness of the national film industry. In addition, the government is encouraged to develop a measurable national film industry roadmap as a foundation for formulating various industry development policies.

Member of Commission VII of Indonesia’s House of Representatives, Novita Hardini, made the statement on Tuesday, June 23, 2026, as quoted by dpr.go.id. "The current Film Law is no longer sufficiently relevant to address changes in technology, digital distribution platforms, and the challenges of the global creative industry. We need regulations that are more progressive, adaptive, and supportive of the interests of the national film industry," she said.

During a Public Hearing (RDPU) of the Working Committee on Creativity and National Film Distribution on Monday, June 22, she affirmed that strengthening the film industry requires more than just infrastructure development or increasing the number of cinema screens. It also requires clear and sustainable policy direction. Therefore, the government needs a data-driven roadmap before implementing strategic policies for the film industry.

According to her, the roadmap should include measurable indicators of success, ranging from increased employment opportunities and the growth of SMEs connected to the film industry, to the strengthening of regional creative economies and the improvement of creative workers’ welfare.

"The success of the film industry should not be measured solely by the number of screens or tickets sold. More importantly, it should be assessed by how much economic value the industry creates, how many jobs it generates, how it supports SMEs, and how it strengthens the nation’s cultural identity," she said.

In addition, Novita urged the government to provide a comprehensive independent study on the economic impact of adding more cinema screens, ensuring that every policy is based on industry needs and the actual conditions of society. In her view, the development of the film industry must be carried out comprehensively by strengthening the industry ecosystem, rather than focusing solely on infrastructure development.

"We must not fall into the assumption that more screens automatically mean a more advanced industry. What needs to be strengthened is the ecosystem, regulatory support, and the public’s ability to benefit from the growth of the creative industry. Policies intended to help should not end up creating new problems for the national film industry," she said.
