Indonesia Becomes Global Pioneer in Restricting Online Gaming Access for Minors

RRI.CO.ID, Jakarta - Indonesia has made history as the first nation to strictly regulate child access to online gaming platforms. This landmark policy is enforced through Government Regulation No. 17/2025, popularly known as the PP Tunas.
During a press conference in Jakarta on Thursday, April 30, 2026, Communication and Digital Affairs Minister, Meutya Hafid, announced that the regulation has been in effect since March 28, 2026. The government has identified eight priority digital platforms for the initial implementation of these restrictions.
Among the mandated platforms is Roblox, the global online gaming giant, while the remaining seven platforms fall under the social media category operating within Indonesia. "This is likely the first dedicated gaming regulation in the world. Other countries typically only restrict access to social media," noted Minister Meutya on Saturday, May 2, 2026.
The Minister expressed her appreciation for Roblox's cooperation in complying with Indonesia’s child protection laws. She admitted that the negotiation process with Roblox was extensive due to the platform's unique technical architecture compared to traditional social media.
Detailed technical adjustments were necessary to ensure the enforcement of PP Tunas remained compatible with the specific characteristics of online gaming services.
"Because Roblox is a gaming platform, the discussions differed significantly from social media. Many technical details had to be mutually agreed upon," she explained.
A cornerstone of this agreement is the mandatory age verification system for all Roblox users in Indonesia. Users who fail to complete the verification process will face immediate restrictions, specifically the disabling of in-platform communication features.
Minister Meutya emphasized that the primary objective of this policy is to fortify child protection within the national digital landscape. The government plans to maintain rigorous oversight to ensure all designated platforms adhere strictly to the provisions of PP Tunas.
