Indonesia, Japan Strengthen Apprentice Readiness for ESDP 2027

RRI.CO.ID, Tokyo — The Ministry of Manpower (Kemnaker) together with the International Manpower Development Organization (IM Japan) officially strengthened the readiness of Indonesian apprentices in anticipation of the 2027 Employment for Skill Development Program (ESDP). This strategic step was agreed upon during a bilateral meeting held at the IM Japan Headquarters in Tokyo on Friday, August 28, 2026.

This effort focuses on ensuring that Indonesian workers are capable of competing and adapting to the Ikusei Shurou system, which will take effect in Japan starting April 2027. Through this new scheme, apprentices are expected to gain international work experience relevant to global industrial needs.

Secretary-General of Kemnaker, Cris Kuntadi, stated that improving language skills and understanding work culture are key elements of participant preparation. This synergy is designed so that technology transfer and skill acquisition from Japanese companies can be absorbed optimally.

“We hope that cooperation with IM Japan will continue to provide opportunities for Indonesian human resources to gain work experience, improve skills, and understand Japanese work culture and technology,” he said.

In addition to strengthening technical competencies, intensive training programs are also tailored to modern industrial operating standards in Japan. This step was taken to maintain the competitiveness and integrity of Indonesian apprentices throughout their time abroad.

“The experience gained during their time in Japan is expected to serve as a foundation for participants to develop careers, build businesses, and contribute to industrial development after returning to Indonesia,” Cris added.

Alongside preparations for ESDP 2027, both parties are also exploring the expansion of short-term internship schemes for recent Indonesian university graduates. This additional initiative is expected to open broader access for the younger generation to gain international work experience.
