Indonesia Probes China Steel Imports Over Alleged Dumping

RRI.CO.ID, Jakarta - Imports of galvanized steel (BJLS) from China continue to dominate the Indonesian market, prompting the Anti‑Dumping Committee of Indonesia (KADI) to investigate alleged dumping practices following a surge in imports deemed harmful to the domestic industry.

KADI launched an antidumping investigation into BJLS from China on Tuesday, September 15, 2026. The products under review fall under several Harmonized System (HS) codes, including HS 7210.49.11, 7210.49.17, 7210.49.18, 7210.49.19, 7212.30.12, 7212.30.13, 7212.30.19, 7225.92.90, and 7225.99.90, based on the 2022 Indonesian Customs Tariff Book (BTKI).

KADI Chair Frida Adiati said the investigation was initiated after PT Tata Metal Lestari and PT ArcelorMittal Nippon Steel Indonesia filed a petition on behalf of the domestic industry.

“Based on an assessment of the sufficiency and accuracy of the preliminary evidence, KADI found an increase in imports of BJLS from China that has caused harm to the domestic industry,” Frida said in a written statement in Jakarta on Tuesday, September 15, as quoted on the ministry’s official website.

She explained that from January 1, 2023, to December 31, 2025, Indonesia’s total BJLS imports reached 2,562,407 metric tons (MT), of which 2,075,801 MT--or around 81 percent--originated from China.

The size of China’s market share is one of the factors under investigation. The process will run for up to 12 months and may be extended to 18 months if required.

KADI is conducting the investigation in accordance with Government Regulation (PP) No. 34/2011. “KADI has issued a notice regarding the commencement of the investigation to interested parties, including the domestic industry, importers, and identified Chinese BJLS exporters and producers,” Frida said.

Notifications have also been sent to representatives of the Chinese government in Indonesia and the Indonesian Embassy in China. These steps form part of the investigation into the impact of Chinese BJLS imports on the domestic industry. ***
